Mission:
The Three Rivers Workforce Investment Board (TRWIB) informs decision-making on local and regional deve lopment to ensure that current and future market needs of businesses and job seekers are met. TRWIB fulfills its mission through:
- Acquiring, managing, interpreting, and sharing relevant workforce data;
- Identifying and researching critical workforce issues; and
- Consulting and advising on public policy with employers and employment sectors.
Vision:
As the leading knowledge broker on regional workforce trends, needs, and characteristics, TRWIB strategically informs economic and community development efforts. Ultimately, TRWIB intelligence helps Southwestern Pennsylvania optimize its greatest asset – the workforce – to attract and retain businesses that result in the region’s economic gain.

TRWIB leads employers and delivery system providers in planning strategic responses to local and regional workforce needs.

TRWIB supports and manages the local workforce development system by:
- Chartering and overseeing a network of One-Stop Career Centers, known as PA CareerLink®, that delivers employment and training services to jobseekers and employers;
- Creating and preserving local job opportunities through industry partnerships and other employer-focused initiatives;
- Certifying training providers that prepare individuals for high priority occupations;
- Cultivating the emerging workforce through youth development activities; and
- Identifying, communicating and building consensus around key public policy issues that impact the local labor market.
Background:
Workforce Investment Act
The federal Workforce Investment Act (WIA) of 1998 overhauled and consolidated scores of public employment and training programs in an effort to promote an increase in employment, job retention, earnings, and the development of occupational skills needed most by employers. Ultimately, the goal of the WIA is to improve the quality of the workforce, reduce welfare dependency, increase productivity and help businesses compete in the global economy.
The WIA provides opportunities for the business community to play an active role in the implementation and design of workforce development initiatives through participation on local workforce investment boards (WIBs). WIBs are responsible for establishing local performance standards, chartering one stop service delivery centers and satellites (referred to as the "PA CareerLink®" network in Pennsylvania), selecting qualified service providers, and monitoring performance to ensure accountability.
There are four local WIBs in southwest Pennsylvania: the Three Rivers Workforce Investment Board, covering Pittsburgh and Allegheny County; the Southwest Corner Workforce Investment Board, covering Washington, Greene and Beaver counties; the Westmoreland/Fayette Workforce Investment Board; and the Tri-County Workforce Investment Board, covering Indiana, Butler and Armstrong counties.
The Pennsylvania Workforce Investment Board advises the governor on workforce development issues.
